Abstract	This article explores to what extent citizenship education for lifelong learning should be based on a more "political" or civic republican conception of citizenship as compared to a liberal individualist conception, which emphasizes individual rights, or a communitarian conception, which emphasizes moral and social responsibilities. It also considers how people are finding new ways to engage in civic participation which can provide the basis for certificated or accredited lifelong learning for democratic citizenship. It examines, in particular, the "Active Learning for Active Citizenship" programme, which was funded by what was previously the Civic Renewal Unit of the Home Office and the possibility of a learning democratic citizenship based on the theory and practice of deliberative democratic engagement.
